Abstract

In early stages of problem-solving, knowledge of extreme scenarios, protection alternatives, and perspectives of impacts may be limited and emerging. Some considerations are presented for the selection of (i) extreme scenarios and (ii) protection alternatives that are meaningful in support of cost/benefit/risk analysis.
