Controlled Low Strength Material for Pipeline Backfill—Specifications, Case Histories and Lessons Learned

Abstract
As part of the City of San Diego Water Utilities Capital Improvements Program, extensive research was conducted to evaluate the advantages and disadvantages of Controlled Low Strength Material (CLSM) and to prepare a recommend guideline specification for pipeline trench backfill. Numerous CLSM case histories were reviewed with respect to performance, economics, and implications to design, construction, and schedule. Manufacturers, suppliers and owners were contacted for their views on CLSM. Advantages of CLSM are well documented in the literature, and a modified version of the advantages of CLSM is presented. In addition, the disadvantages of CLSM are presented, providing a balanced treatise on the use of CLSM for pipeline backfill or other major civil works. Case histories, agency practices, and CLSM specifications from various agencies are presented. Quality control and testing and construction management issues are presented, along with a guideline specification and an extensive bibliography, providing a comprehensive synthesis of the state of the practice of CLSM.
