WESTCAPS -- Public and Private Cooperation to Solve Water Resource Issues
Publication: Bridging the Gap: Meeting the World's Water and Environmental Resources Challenges
Abstract
The West Valley Central Arizona Project Subcontractors (WESTCAPS) is a coalition of cities, towns, private water companies, and a state agency in west Phoenix metropolitan area that have undertaken a planning process to identify and evaluate options that will allow its members to use Central Arizona Project (CAP) water to which they are entitled. WESTCAPS was formed in July 1997 through an intergovernmental agreement among the members. WESTCAPS receives funding through membership dues, a grant from the Arizona Department of Water Resources, and technical assistance from the United States Bureau of Reclamation. The West Valley is poised for rapid urbanization that will significantly increase water demand. State law requires new development in the Phoenix metropolitan area to demonstrate a 100-year assured water supply. Full use of CAP water is deemed critical to the continued development and prosperity of the West Valley.
