Using US / Mexico Transboundary Water Quality Experience for Palestinian / Israeli Applications

Abstract
This paper describes an effort to use Texas and Mexican transboundary water negotiations and cooperation as a device for facilitating Palestinian and Israeli negotiation and cooperation over water quality and quantity in the area of the Mountain Aquifer and the Coastal Aquifer that they share. A training program is being developed to involve Israeli and Palestinian water experts as advisors to simulated discussions between real Texas and Mexican water officials over transboundary water quality issues, including standards and a hypothetical acute discharge accident.
