Estuary Processes Investigation; New South Wales, Australia

Abstract

The estuary management system uses a community-based committee to drive the process. Expert consultants as required and within a strict framework, undertake limited technical studies. All studies and ensuing works that conform to the process are eligible for 50% Government funding, depending on the availability of programme funds and the priority assigned to the works. The estuary management process is divided into eight steps that are directed through the local committee. These steps are: 1) form an Estuary Management Committee; 2) assemble existing data; 3) carry out Estuary Processes Study; 4) carry out Estuary Management Study; 5) prepare draft Estuary Management Plan; 6) review Estuary Management Plan; 7) adopt and implement Estuary Management Plan; and 8) monitor and review management process. This paper assesses and reviews the achievements of the management process and suggests possible improvements to the process. This review is presented from the perspective of consultants involved in preparing the technical studies. The emphasis has been placed on the Estuary Processes Study phase which provides the technical understanding for the subsequent options review and selection of a management plan. The authors draw on examples from five significant Estuary Processes Studies along the NSW coast, in which they have participated. The five case studies selected cover estuaries that typify the diversity and range of problems experienced in NSW.
