Use of Modeling in Decision Making for Water Distribution Master Planning

Abstract
One of the primary uses of water distribution system models is to identify problems and evaluate alternative solutions to existing or anticipated problems in water distribution planning. While numerous papers have been written on use of optimization for design, optimization techniques rarely fit real problems. Rather than discuss the generalities of modeling, this paper uses the Comprehensive Planning Study (CPS) (i.e. "master plan") of the water distribution system for the Pennsylvania American Water Company's (PAWC) Wilkes-Barre/Scranton system to illustrate the kinds of issues that drive modeling efforts in a master planning study.
