Port Chicago Pipeline Project -- A Partnering Success Story

Abstract
As we enter the new millennium, water districts, municipalities, and private utilities must deal with expanding governmental/regulatory agencies in order to construct new facilities. In addition, third parties such as homeowners associations, historical societies, and local businesses are becoming more involved in their communities and interested in local construction projects. In order to gain acceptance of their project and achieve a win/win solution, the Contra Costa Water District (CCWD) took a partnering approach with project stakeholders. CCWD implemented this approach during planning and design and throughout construction, contributing to a very successful project. This paper describes the partnering process useful for the CCWd's Port Chicago Pipeline Project and discusses the lessons learned that may help others facing similar issues.
