Mitigating Market Risk in Project Finance: The Expanding Horizon of Risk in Transportation Projects

Abstract
Railway executives face the challenge of risk mitigation in rail transport projects on a daily basis. As private participation in railway projects increases, owners and prospective franchisees and concessionaires need to find new ways to mitigate risks In this paper we will highlight some of the changes in the nature of risk management in transportation projects. Then we will focus on the tools Mercer applies to the topic of demand forecasting using an example of a new commuter rail service. Finally we will provide more details that describe ridership and revenue guarantees and how they can be used to encourage participation by private operators.
