The Optimal Transport Safety Planning with Accident Estimation Process

Abstract
The safety planning problem would be considered in terms of cost-effectiveness with budget constraints. The basic concept is to choose the proper intersection improved as a profitable traffic safety management. The accurate estimation for traffic accident as well as the efficient technique of solving the problem should be proposed. Firstly, the neural network (NN) is applied to describe the non-linear relationship between traffic accidents and the physical factors. Secondly, Genetic Algorithm (GA) is recommended to obtain the solutions more efficiently. As the problem includes the nonlinear objective function with NN estimation process, the GA technique has the advantages to solve the problems. The numerical example is given to show the performance of the approach.
