Integration of Internet-GIS with Real-Time Rainfall-Runoff Prediction

Abstract
The advent of the Internet has spawned the rapid development of web-enabled GIS tools. Moreover, it has greatly enhanced access to various real-time weather and hydrological data. Today, vast quantities of data can be managed with flexibility and speed. This development makes it technically feasible to greatly improve storm flood warning systems with a real-time simulation. This paper presents a prototype system with an application of Internet-GIS to a real-time flood prediction. The application integrates the spatial processing and analytical functionality of GIS systems, on-line real-time data, and a self-tuned hydrologic simulation engine into a new environment for decision support at an operational scale. The implemented system can be used to benefit emergency preparedness, transportation management, and natural resource management.
