Florida's Total Maximum Daily Load Program

Abstract
Both the United States Environmental Protection Agency (EPA) and the Florida Department of Environmental Protection (FDEP) have been actively exploring ways to improve the TMDL program. In Florida, the FDEP has reorganized departmental resources, adopted a watershed management approach, and developed comprehensive TMDL legislation. This legislation clarifies FDEP's statutory authority and establishes administrative procedures for the program. It also acknowledges the limited regulatory authority regarding many nonpoint sources of pollution while providing incentives for reduction via implementation of applicable Best Management Practices (BMPs).
