Abstract
Since the "fast-track" construction process became popular during a not-so-recent period of double-digit interest rates, owners and developers have come to believe that Rome really was built in a day. Projects that sit on the shelf for two years, awaiting various approvals, suddenly must be designed and bid in two or three weeks. Often, this "schedule driven" mentality allows design professionals insufficient time for preparation of complete, project-specific contract documents. The structural contractor's bidding process deteriorates into one of speculation rather than meticulous estimation of the work to be performed.
