Publication: Journal of Performance of Constructed Facilities

Once each year, I use this space as an opportunity to invite readers to become active members of a standing committee of the ASCE Technical Council on Forensic Engineering (TCFE). The Journal is published under the jurisdiction of TCFE, and there are many other ongoing projects and activities currently underway in the Council. New ideas and new members who are willing to contribute are always welcomed by each of the TCFE committees. TCFE maintains an Executive Committee, an Awards Committee, and six standing committees
The Committee on Dissemination of Failure Information (CDFI) develops and implements means for disseminating accurate and complete information regarding the nature and causes of structural failures in civil-engineered projects. CDFI also acts as a vehicle for coordinating and assisting in the dissemination of forensic engineering information generated by other organizations, both within and from outside ASCE.
The Committee on Practices to Reduce Failures (CPRF) develops objectives for change in the design and construction industry specifically targeted to reducing the incidence and severity of failures in civil-engineered projects. CPRF also works toward implementation of these changes and acts as a liaison between ASCE and other professional societies and organizations to pursue the prevention of failures.
The Forensic Practices Committee (FPC) works to enhance the competent and ethical practice of forensic engineering. FPC develops practice guidelines, seminars, tutorials, and conference sessions aimed at elevating the understanding of competent and ethical practice by professionals engaged in the investigative and judicial arenas.
The Committee on Education aims to improve the practice of civil engineering by promoting the study of failure case histories in educational activities. The committee develops course materials and acts as a source of referral for educational materials with an emphasis on forensic engineering.
The Forensic Investigations Committee develops and defines procedures for conducting forensic investigations on constructed facilities.
The Publications Committee reviews manuscripts, technical notes, and discussions submitted to the Council for publication in the Journal of Performance of Constructed Facilities and is responsible for publication of papers sponsored by the Council.

Recent Publications by TCFE Committees

Two TCFE publications were introduced at the Sixth Forensic Engineering Congress held in San Francisco, October 31, 2012, to November 3, 2012
A critical resource for educators and practitioners alike, the ASCE monograph, Failure Case Studies in Civil Engineering—Structures, Foundations, and the Geoenvironment has been revised and updated with new case histories. The second edition, like the first, is a contribution by the TCFE Committee on Education. The volume includes 50 real-world examples of performance failures and is designed specifically for classroom use.
The TCFE Forensic Practices Committee published the second edition of Guidelines for Forensic Engineering Practice. The monograph explores technical, ethical, business, and legal components of a professional practice in forensic civil engineering in the United States.
Proceedings of the Sixth ASCE Forensic Engineering Congress, containing 144 peer-reviewed papers presented at the Congress, is also now available in CD-ROM format. A second edition of the monograph Guidelines for Forensic Investigation, contributed by the TCFE Forensic Investigations Committee, is in production and may be available by the time this is published.
