The publisher is issuing an Expression of Concern to inform readers that a reader has claimed this paper was previously published in part or in its entirety in the Samsung Journal of Innovative Technology in 2006.
The individual making the complaint further contends that they were an author on the 2006 paper, but not listed on the ASCE paper. No permission was granted.
ASCE has attempted to contact the authors and to find information on the publication, which seems to no longer be in circulation. Further, queries to Samsung, where all parties were employed at the time, have gone unanswered.
ASCE is issuing an Expression of Concern until further evidence can be supplied.
