Outstanding Journal Paper Award for 2009

Each year the ASCE Technical Council on Forensic Engineering (TCFE) selects one paper published in this Journal the previous calendar year for our Outstanding Paper Award. The 2009 Outstanding Paper Award recipients are Arthur A. Huckelbridge Jr. and Andrew T. Metzger.
Huckelbridge and Metzger’s paper, “Investigation of the Dayton, Ohio, IR 75 Sign Truss Failure of September 11, 2006,” appeared in the September/October issue (Vol. 23, No. 5, pp. 372–378). The Journal Publications Committee noted that the paper is a complete and concise description of an important forensic investigation. It represents the type of case history most useful to practicing engineering consultants, the principal readership of the Journal. The lessons presented in the paper, if applied, could reduce the potential for catastrophic failure in many similar highway structures throughout the United States. Award plaques and certificates will be presented to the award recipients.
Arthur A. Huckelbridge Jr., D.Eng., P.E.Arthur A. Huckelbridge Jr., D.Eng., P.E. (see photo), is a professor of civil engineering at Case Western Reserve University in Cleveland, Ohio. He has been a faculty member in the Department of Civil Engineering at Case for 33years and specializes in structural design, structural dynamics, and structural health monitoring. He received the Moisseiff Award from ASCE in 1980 and is a past president of the ASCE Cleveland Section. He received a B.S. degree in civil engineering from Northwestern University in 1970, an M.S. degree in civil engineering from the University of California–Berkeley in 1975, and a D.Eng. degree in civil engineering from the University of California–Berkeley in 1977. His research interests include earthquake engineering, bridge engineering, and fatigue issues in bridge and energy production structures. His past consulting and research activities have included field monitoring of environmental and traffic loads on bridge structures, bridge and floor vibration investigations, field monitoring of structural vibrations for lifetime fatigue prediction, blast resistant design of building structures, and laboratory fatigue testing of wind turbine foundation details.
Andrew T. Metzger, Ph.D., P.E.Andrew T. Metzger, Ph.D., P.E. (see photo), is an assistant professor in the Civil and Environmental Engineering Department at the University of Alaska–Fairbanks (UAF). He teaches courses in timber and reinforced concrete design as well as the senior design “capstone” course. His research interest is characterizing load environments on structures through in situ monitoring, with an emphasis on coastal structures. Metzger is presently the treasurer of the ASCE Alaska Section. He is also the ASCE student chapter faculty adviser at UAF. Prior to his academic career, Metzger worked for eight years in structural engineering consulting. His consulting experience includes design of commercial and institutional buildings, condition assessment and repair of bridges and coastal structures, and engineering diving. Metzger received a B.S. degree in civil engineering and M.S. degrees from Ohio University. He received his Ph.D. degree from Case Western Reserve University in 2007. He is a licensed professional engineer in Alaska, Ohio, and Washington State.

“Effects of Long-Term Dynamic Loading and Fluctuating Water Table on Helical Anchor Performance for Small Wind Tower Foundations” by Amy B. Cerato and Rory Victor (July/August 2009).
“Condition Assessment of Water Treatment Plant Components” by Sarker Rahman and Tarek Zayed (July/August 2009).

This issue marks the end of the 24th year of publication of the Journal of Performance of Constructed Facilities. The Journal owes much of its success to the many manuscript reviewers who have donated their time to provide constructive comments to authors. Indeed, the reviewers play an equivalent role with the authors in maintaining the quality of this publication. Our reviewers serve without compensation. They are, without exception, highly respected individuals who are very busy in practice and/or academia. Yet, they find the time to contribute altruistically to the dissemination of useful information in this Journal.
