Preferential Treatment—What Lies Ahead

Abstract
Preferential treatment for high occupancy vehicles has been utilized in a variety of forms in a number of cities around the country. The energy shortage of 1973-1974 in particular spurred many new efforts in this regard. However, with only a few exceptions, preferential treatment projects have had limited impact on changing travel habits or achieving major transportation efficiencies. Current preferential treatment projects are evaluated in this paper and the outlook for the future is presented. Recemmendations are made as to how to better utilize preferential treatment in achieving national goals.
