Future of Highways—Fiscal Constraints

Abstract
Highways face an uncertain future with respect to fiscal resources. New investment strategies are appropriate to this climate of austerity with emphasis on optimal allocation of scarce resources rather than on needs identification. A fiscal planning process is described that facilitates program tradeoffs within various income scenarios. Application of the process in Pennsylvania is described. Recommendations that maintenance be funded more adequately, that new construction be severely constrained and funded out of current revenue, and that the Pennsylvania state highway system be reduced followed from this process.
