San Francisco Bay Area Parking Management Plan

Abstract
Under the mandate of the 1970 Federal Clean Air Act, the Environmental Protection Agency (EPA) promulgated regulations to improve and maintain the air quality in those Air Quality Regions (AQCR) where the primary national ambient air quality standards were exceeded. There are institutional and political obstacles that stand in the way of parking management regulations. There is no evidence to support the claim that parking related controls would really be effective in reducing the total number of vehicle miles traveled. This situation provides the opportunity to investigate and evaluate the problems, prospects, and processes associated with establishing parking management in the San Francisco Bay Area. The report examines the development of a case study on how the local and regional agencies responded to a Federal transportation regulatory program.
