Urban Goods Movement: A Study Design

Abstract
A study design for urban goods movement planning is developed within which both research and operational planning may be executed within any major urban area. The intent of the design is both to assist in answering current planning questions, relative to urban goods movement, and to provide a basis for the development of a set of tools and techniques with which the transportation planner may operate in solving future problems. Data needs are identified for pursuing the proposed study design. Interactions between regulation, pricing, and the movement of goods are considered and procedures prescribed by which these interactions may be investigated. A number of substudies are put forward, designed to permit the development of relatively small elements of a total planning methodology, since it is recognized by the writers that the proposed study design would require a relatively high level of investment, when executed in its entirety.
