The Bicycle Anarchy

Abstract
A clear, logical, and timely evaluation of the present bicycle boom is given with relation to urban planning and transportation. Part 1 is a brief summary of the historic development of the bicycle viewed from its scientific as well as artistic use, and also prepares the reader to better understand part II of the paper. Part II is an examination of the problems related to the bicycle boom, particularly the broad misconception of bicycle usage. It discusses briefly several points: difficulty in promoting a sound program of bicycle facilities; lack of design standards, need for advancement of bicycling as a sport, safety rules and regulations, separate versus shared facilities for bicyclist and motorist, utilization of secondary roads and railroad rights-of-way for bicycles, and the prospect of the bicycle for solving some of the urban transportation problems. The summary proposes organizational and legislative actions that are needed.
