Benefit-Cost Analysis of Delay Reduction with STOL

Abstract

The question of whether, and where, to invest in STOL fleets is examined by means of a heuristic model reflecting a possible investment process. Results of applying the computer model are presented in analysis of the application of STOL fleets to reducing airport congestion in the North-Central portion of the United States. According to the decision strategy used: (1) about 10 to 15 city-pair STOL routes are economically justified; and (2) the first five to 10 STOL fleet investments identified have very favorable benefit cost ratios. The model is believed to have a fair amount of potential flexibility in addressing STOL investment questions.
