Community Values in Transport Network Evaluation

Abstract
This paper reports on a number of recent projects undertaken at Stanford Research Institute. Community values, while receiving considerable attention in evaluation at the route location level of planning, have not as yet been extensively treated at the network level of planning. Research recommended procedures for evaluation of user and system costs. A grant from the Department of Housing and Urban Development was directed toward the development of evaluation measures for community values, based on the FHWA project. The community effects studied were: (1) accessibility to educational, cultural, social, and employment opportunities; (2) real estate, property, and tax-based effects; (3) disruption and relocation effects; (4) air and noise pollution effects; and (5) esthetic and open space values. The recommendations from both projects have been incorporated into a multimodal transportation planning computer package, named (SRI) Network Analysis Programs (SNAP).
