Abstract
The need for a standard procedure for establishing and implementing a campus traffic and parking improvement formed the basis of this study. The study identified and evaluated various elements associated with a campus transportation program, such as organization, staff responsibilities, functions, finance, and practical constraints. More specifically, the guidelines suggested for considering the requirements and the desired functions of a campus programming unit. An organizational scheme was derived to show how the program should function. The procedure was formulated from a logical viewpoint to seek the generality of the work plan. It was believed that the model or procedure developed by this study should provide valuable insight in programming a campus transportation study on a comprehensive scale, and that the basic procedure with only minor modifications should be applicable to any type of campus with specific characteristics.
