San Francisco Freeway Revolt

Abstract
A review of San Francisco's experience with citizen opposition to freeway plans shows some pitfalls to avoid in urban transportation planning. Postwar plans were developed for a city-wide network of parkways, but the impact of Interstate monies and standards as well as state design and right-of-way constraints altered the plans. Local citizen groups, never consulted in the planning or design, formed city-wide alliances to stop construction and design of freeways, and Federal and state funding was withdrawn leaving the city without an adequate freeway network.
