Causes of Failure in Handling Traffic

Abstract

The Bureau of Traffic Planning of the City of Pittsburgh, Pa., has conducted observations on down-town intersections to determine the space between moving automobiles, and also the time taken by automobiles to clear the intersection. Interference was at a minimum during these observations. The theoretical maximum traffic flow of a single lane of traffic was computed from these data. It is the purpose of this paper to show how various factors reduce the theoretical maximum traffic flow to the much lower values that occur in actual practice, in the usual congested district, and as far as possible to evaluate, quantitatively, the effect of each factor.
