Abstract
At the Annual Convention of the Society held in Chicago, Ill., in July, 1923, a paper was presented to the Power Division by William T. Walker, M. Am. Soc. C. E., on the subject “Ice Problems of Hydro-Electric Plants.” In this paper Mr. Walker pointed out the need of the study of ice problems and urged the formation of a committee. At the conclusion of the discussion it was voted to appoint such a committee of the Power Division to study the subject of “Ice as Affecting Power Plants.” The Committee appointed by Charles F. Loweth, Past-President, .Am. Soc. C. E., (then President, Am. Soc. C. E.), consisted of the following members: Francis C. Shenehon, Minneapolis, Minn., Chairman,John R. Freeman, Providence, R. I., John L. Harper, Niagara Falls, N. Y., Daniel W. Mead, Madison, Wis., Louis C. Sabin, Cleveland, Ohio, and William T. Walker, Minneapolis, Minn. The death of Mr. Harper in November, 1924, reduced the Committee to five. The geographical spread of the membership made meetings of the Committee difficult so that interchange of views has been by letter. The conception of the Committee of its best usefulness involved three elements: Observation, program-making, and compilation of facts as to existing practice. Consideration was given to the desirability of doing some research work, but none was undertaken.
