Abstract
Theoretically, the quality of a concrete can be controlled by its water content but practically this is not sufficient, for concrete is the product of a manufacturing process consisting of several operations, and the control, to be successful, must take into account each of these and provide the proper conditions for their peformance. It is the object of this paper to point out what these conditions are, the methods by which one organization has attempted to provide them, and what led it to adopt these methods.
