Unit Working Stresses in Reinforced Concrete

Abstract
The proposal of the Society's Special Committee on Stresses in Structural Steel to increase the basic workings tress from 16 000 to 20 000 lb. per s q. in seems a radical step to many structural engineers. The time-honored basic working stress for steel structures had been accepted so long without question by the average designer that it was considered a matter of fact, rather than a question of engineering judgment. Whether he was so “inexperienced” as to believe that he had a factor of safety of four or enlightened enough to understand that the yield point rather than the ultimate strength of the material was a better basis for estimating his margin of safety, was immaterial.
