Abstract
The substance and the conclusions of this paper are largely the result of experience in solving the problems of the Twin Falls (Idaho) North Side Project. This is a privately financed enterprise. The failure of the original promoters forced the property on the bondholders, for whom the writer has been engaged since 1914.
