Abstract
There are about 60 000 000 gross tons of shipping in the world; 10 000 000 tons more than there were at the outbreak of the World War, and, at least, 20 000 000 tons, the speaker estimates, more than are needed to carry on the world's commerce. Directly and indirectly, actually or potentially, every ton of this 60 000 000 is a competitor of every other ton. That is a distinctive characteristic of the shipping industry–the great mobility of its productive factors. Ships are spoken of as productive factors, because from them emanate the services which are the merchandise of the ship owners.
