Abstract
The housing problem is not the problem of the rich or the moderately rich, so much as it is that of the poor or the moderately poor. In New York City there are numerous vacancies in the houses occupied by the well-to- do, but practically no vacancies for the poor. Such vacancies as do exist, have been created, in part, by new construction of better class apartment houses and, in part, by a migration from the city into the outlying districts. The poor, however, cannot migrate; they must live near their work.
