Quality Related Costs of Regional Water Users

Abstract
Quality related consumer costs are poorly understood, but available information suggests that they are significantly larger than normally imagined. These costs can be reduced by providing advanced water and waste treatment in regional plans to realize considerable savings in homes and industries, as well as economies of scale. Application of quality-use-cost relationships in a regional study by the Santa Ana Watershed Planning Agency in southern California indicated that 15 to 20% of total water resources costs were borne by domestic and industrial users as penalty and specialized treatment costs related to excessive mineral quality in regional supplies. Other consumer costs should be quantified through more and exhaustive research.
