Abstract
Hydrologic and hydraulic simulation is an effective technique in comprehensive watershed planning and in subsequent plan implementation. The need and rationale for simulation are considered, as is the use of existing, readily available computer programs. Examples drawn primarily from completed watershed studies illustrate how simulation may be utilized during the watershed planning process for: floodland delineation, computation of monetary flood damages, evaluation of hydraulic adequacy of river crossings, analysis of structural flood control alternatives, determination of land use effects, and synthesis of low flows. Applications of simulation in plan implementation include: floodway determination, encroachment studies, provision of design data for river crossings, preparation of flood insurance reports, incorporation of improved mapping and watershed changes, dissemination of flood hazard information, and flood forecasting.
