Abstract
The determination of the performance of a culvert is difficult, but the performance must be known before the capacity can be computed using well-known equations. A classification of the items that must be considered to determine the culvert performance is presented. Philosophies regarding culverts are evaluated. These philosophies are concerned with the capacity, the performance, and the application of available information to the design of culverts.
