Comprehensive Flood Damage Prevention

Abstract

Measures intended to reduce flood damages have taken many forms. For most communities, the adopted plan consists of some degree of flood control. Limited use has been made of other means such as flood plain regulations and flood proofing. Past efforts have generally considered only one or two of the many possible measures. Similarly, little use has been made of local talent in developing plans. The comprehensive plan adopted by the cities of Bristol, Tenn., and Bristol, Va., was determined by a committee of local citizens with guidance and technical assistance provided by federal and state agencies. Certain elements of the customary benefit-cost analysis are included as local contributions. The program is now in the action phase.
