Ground-Water Management for the Nation’s Future—Effecting Optimum Ground-Water Basin Management

Abstract
Some stringent legal obstacles and management barriers must be overcome before the optimum economical plan for coordinating the construction and operation of surface and ground-water basin systems can be effected. This paper indicates the extent of these legal and management hurdles, examines ways by which they may be overcome, and recommends a general course of action.
