Weighting of Factors in Environmental Evaluation

Abstract
A method for deriving the relative weights of environmental factors from inhabitants’ responses, was presented in this paper. Thurstone’s law was applied to the rank-order information and the least squares method was also used in this method. An example was described in which the weights of factors in the environmental evaluation system for highway planning was calculated using this method. The highways in question were undivided and passed through various urban areas, and therefore exhibited differing scales and functions. However results showed that the weight of each factor was more or less stable and independent of the areas, that is, it was considered to have approximately the same value for any undivided highway. A test of the relative weights obtained in this method indicated that they were well suited.
