An Issue-Based Land-Use Planning Process

Abstract
The focus of land-use planning has changed from a regional goal-oriented map-making to the local level. To help facilitate the difference in focus, certain legal and quasi-legal approaches have been developed. A major challenge facing land-use planning today is the integration of new local development guidance techniques into the context of a continuing issue-responsive technically convincing long-range regional context. Land-use planning must be redefined in terms of a process of guiding the development and use of land in a manner that is responsive to fiscal, legal, and ecological impact constraints, and social and economic objectives.
