Intergovernmental Guidance of Land Use and Growth

The goal of growth control has caught on in the last few years more strongly than might have been anticipated. Many new attitudes developed at the national levels are now being implemented at the state and local levels. Regional planning bodies, which have been largely advisory up to now, and often ignored, are becoming important decision makers—especially in some areawide growth support programs such as transportation and waste treatment. Four major challenges are raised and answered. These challenges are: (1)Can states integrate the various elements of growth control policies across their own departmental lines; (2)can local development controls be used effectively and legally for growth control without a regional framework; (3)will regionalism be allowed the strength to effectively link comprehensive areawide planning for growth with coordinated implementation programs; and (4)how can Federal programs most effectively help state, local, and regional agencies to meet these challenges—
