National Land-Use Policy: Is it Needed?

Abstract
Efforts to legislatively establish a national land-use policy have been unsuccessful. The problems and needs which give rise to the policy proposal continue to exist and have increased as a result of the energy crisis. The national land-use policy, however, has become associated with environmental control. Legislative proposals became complex and doubts about the impacts became widespread. No comprehensive policy now appears imminent but the civil engineering profession could help to coordinate the fragmented land-use efforts now under way.
