HUD Sewer Policy in Urban Renewal Areas

Since enactment of the Housing Act of 1949 establishing the basic urban renewal program there have been many legislative and administrative determinations affecting sewer construction in urban renewal areas. The policy, as it evolved, has both benefits and drawbacks. The most significant benefit is that a substantial amount of badly needed sewer construction has been stimulated and completed. The major drawbacks have been due to the complex formulas and eligibility rules and their influence on design and long-range planning. Many of these drawbacks may be eliminated by enactment of revenue sharing or other legislation which would simplify procedures and funding. Utilization of the opportunities of the renewal program to foster sewer and utility technology through a special research and development subsidy is recommended.
