Open Space Accessibility for Recreation

Abstract

Pertinent literature is reviewed, showing the need for more precision in concept and method. A broad programming approach is presented to link the general literature to more technical approaches. Potential utilization rates are made central to this programming. It is shown that a metropolitan, rather than municipal perspective is required, and that both maximal innovation in the use of inlying spaces and programmed transportation to larger fringe recreational areas will be necessary. Also, the need for more attention to recreational operating budgets (as distinguished from capital budgets) is demonstrated. A partial answer is found in the possibility of using volunteer local community participants in administration and operation of recreational facilities. The scope of necessary subsequent technical analysis is outlined.
