Abstract

Water facilities rather than water itself present the greatest need. Two major deficiencies are lack of planning and lack of funds. The two extremes to be avoided are unilateral activity and overly intimate coordination. New York State’s program is directed to water resources management and control. Included are basin water resource studying aimed at inventorying available resources. From this study evolves the best plan to meet future needs as well as current ones. Included are a time schedule for capital investment, indebtedness, operation and maintenance, administration, and salary cost over the next fifty years. The structure to conduct this program over an area-wide or country-regional basis is also provided.
