Abstract
The environmental standards for an industrial area define and set limits on smoke and particulate matter, odorous material, toxic matter, radioactive materials, explosive and flammable materials, certain specific chemical compounds, noise, vibration, glare, wastes and surface drainage for a large heavy industrial development, and also include sections on parking, off-street loading facilities, setback of structures, and area maintenance. The landowners within the industrial district form and finance the association that has the responsibility of administering environmental standards and developing and coordinating services of a common nature. The decision to develop standards and to provide methods of assuring continuing compliance is an outstanding example of progressive industrial planning. The standards are realistic and progressive. They contribute to a continuing good relationship with adjacent residential communities. This formation of an industry-supported association within the industrial community to administer the environmental standards and to coordinate plans and services of a common nature is a further extension of the principle of industrial cooperation in the public interest.
