Abstract
There has never been any question in the minds of civilized people that living in a civilized or urban environment requires skillful planning of the facilities and form or shape of the urban entity as a prerequisite to such living, simply because of the complexity of the prevailing living conditions. If we were to merely provide physical facilities for our rapidly growing urban population, problems—however complex— would be limited in scope. Difficulties are compounded by concurrent drastic technological and related social and economic changes. The planning process begins with the desires and aspirations of the community. The process involves three basic elements—research and problem identification, design and problem solution, and implementation and problem correction.
