Abstract
To improve the urban planning environment, the design of each part of the city must fit a plan for the whole community. Fragmented local government and the increasing compartmentalization of the design professions mitigate against such a plan. Civil engineers play a major role in planning urban areas, and should promote a viable and realistic planning process that is respected in the design of individual projects.
