User Criteria for Rapid Transit Planning

Abstract
Planning modern urban rapid transit facilities must provide satisfactorily for the needs and demands of urban travelers. Accurate and objective information on minimum user needs, particularly in regard to service levels, is not now (1964) available. Service includes the factors of travel time, travel comfort, travel convenience, travel costs, and safety. These terms are defined, and their meaning is clarified for planning purposes. A review of all research studies relating to user service requirements, both past and current, identifies the present status of knowledge in this area. Outlines of several proposals for research study projects to develop the information required by rapid transit planners regarding minimum user needs is included with suggestions for their subsequent expansion.
