Suggestions for Possible Policy Statement on Highway Planning

Abstract

The Committee on Land Use Aspects of Highway Location has submitted a suggested policy statement on highway planning. It is presented here for the purpose of eliciting discussion toward producing a Division-sponsored statement on this important aspect of urban planning. The statement suggests that highway planning should be part of the comprehensive planning program so that total community efficiency and cost should be considered. The introduction of too closely spaced interchanges should be guarded against. Improved design techniques and promulgation of standards are suggested to be encouraged by planning and highway agencies. Land acquisition in keeping with Federal statutes and possible financing is suggested. The protection of future rights-of-way is said to be of paramount importance.
