Abstract
In addition to having a worthwhile subject, a paper must be organized, written, and illustrated in such a manner that a reader will be able to identify and understand the significant elements of the paper. The report considers the desirable characteristics of papers in more detail, and summarizes actions taken on 182 papers submitted during 1961-1964. Based on these experiences, the report makes constructive suggestions for authors and suggests questions for discussion by the membership of the Division. Two appendices describe the operating procedures of the committee and present information of aid to authors in the preparation of papers.
