Abstract

This paper is intended to describe the attitude of a major state regulatory agency in the practical application of concepts of water pollution control, particularly with respect to control of nitrogenous compounds, aptly researched and documented by capable investigators in the academic, governmental and consulting fields. It is not intended to present any new concepts or statistical documentation of events previously substantiated by others. The main objective is to describe the evolution of concern leading to the position taken by the Division of Pure Waters of the New York State Department of Environmental Conservation in administering its water pollution control program.
